Storybook offers a clean-room like environment to document and test styles and widgets, as well as documentation that directly leverages the actual in-tree style sheets to always be up to date. This follows prior art from upstream in bug 1765634 etc.

This initial patch primarily concerns itself with adding the storybook infrastructure, but also provides example pages with our color variables and the pane-splitter widget.
