Security not available in mail and newsgroup account settings, even though I
have certificates available in the certificate manager.

Reproducible: Always

Steps to Reproduce:
Add an account, try and associate a certificate with it using edit/preferences.
> using edit/preferences.

Open mailnews, Edit > Account Settings, select the account, select "Security"
The screen capture shows there is no security option to select from for account
settings.  You might have to zoom in on the picture to see the detail.
hmm.. My dialog has "Offline and Disk space" instead of "Disk Space" and has
"Return Receipts" and "Security" items in the tree.... (this is linux trunk
build 2002-11-01-21).

Did you install over an old mozilla build?  Did you install PSM (can you browse
https sites)?
I can browse http sites, and can manage my certificates under preferences.
I do not recall if I installed over a previous build, or if I ever installed
mozilla on this machine before.

This morning I hunted around the mozilla install directory, and found one file
that predated the release date.  Its hard to say if I over-installed or not,
because mozilla leaves stuff around after an uninstall.

Regardless, an uninstall, manual delete of the install directory, followed by a
reinstall resulted in a functional menu.
