Steps to reproduce:

turned on mail.compose.warn_public_recipients.aggressive
started an email and put a large mailing list into the To: fields

Actual results:

There was no warning either when I entered the list name or when I sent the email. It was sent to a large to: list.

Expected results:

Provide the warning when I enter the list name, and require me to confirm on send.
Note that when mail.compose.warn_public_recipients.aggressive is not set, I see the warning as soon as I enter the list name in the To: field.

Works fine for me.

I was apparently confused about this sorry for the noise.
