179462 - Clarify description for enablequips param

Description

editparams.cgi says:

"enablequips: If this is on, Bugzilla displays a silly quip at the beginning of 
buglists, and lets users add to the list of quips. If this is frozen, Bugzilla
will display the quip but not permit new additions."

On b.m.o., this is currently off, but no quips are displayed. So either the text
is wrong, or the quip system is broken.

I don't see a problem. Did you mentally read 'on' where it says 'off' in the
descripion (or the other way arround), or am I doing that? ;)

There are three settings.  On, Frozen, and Off.

b.m.o has it set for Off.

On means quips display and people can add them.
Frozen means quips display and people can't add them.
Off means quips don't display.

Which is exactly what the text says, except that it doesn't mention "Off".  One
assumes you could figure that out when you see the choices in the dropdown box.

Yes, I read "off" for "frozen" in the description, and didn't actually pull down
the dropdown box because I assumed it had "on" and "off" settings only. We
should rewrite that description as a bulleted list.
