Firefox uses JOB_OBJECT_LIMIT_KILL_ON_JOB_CLOSE on Windows to close all subprocesses when shutting down. I want to get a way to prevent this so that certain background tasks can outlive the main process.

I'd like to make PR_CreateProcess support an option to pass CREATE_BREAKAWAY_FROM_JOB flag.
