One can drag and drop move around / reorder / reorganize any URLS in the
bookmarks toolbar, but once the drawers/folders are in there, drawers/folders
can't be moved, they can only be opened.. should drag and drop same as URLs...

Reproducible: Always

Steps to Reproduce:
1. Place at least two folders/drawers in bookmark toolbar (must use Sidebar)
2. Try to reorder them / switch positions.


Actual Results:  
Can't move them at all.  They open as soon as clicked.  Doesn't distinguish
between select-click and held-click for dragging.

Expected Results:  
Chimera should wait for mouse button release before it opens a drawer.  If the
mouse moves, then it should drag the drawer to a new location like it does
already for any URL.

I think it unlikely that this is related in terms of code to the previous bug
(#179479) I filed about not being able to reposition URLs between the folders in
the toolbar.  That bug was about the end result for apples.. and this one is
about getting off the ground with fruit crates!
