Steps to reproduce:

  1. Create a lot of bookmarks and subfolder in bookmarks menu and its subfolder, Other bookmarks and Bookmarks toolbar so that the menu and subfolder can be scrolled (overflowed)
  2. Open Bookmarks menu , subfolder and Other bookmarks
  3. try scroll the menupopup with keyboard or mousewheel or scrollUp/Down arrow

Actual results:
Can not scroll.
No scrollUp/Down arrow

Expected results:
The bookmarks menupopup should scrollable.
The scrollUp/Down arrow should provide if needed.
