Details
Everything in the toolbar, even the non-removable elements like the URL bar and the forward/back buttons can be moved elsewhere on the toolbar. But the Extensions button cannot. I think that should probably be fixed.

I'm experiencing the same issue. I believe this is a duplicate of Bug 1795235.

Bug 1795235 is resolved with the message:
Hi, sorry it is indeed currently not possible to remove this button, by design.
But it doesn't mention moving it.

Would this cover moving into the overflow menu? From the design doc, it sounds like it will no longer be possible to pin extensions into the overflow menu, but have them into this new menu. If that can then go into the overflow menu, that retains the functionality for reaching non-critical extensions (at the cost of an extra click, no big deal) while also freeing up the prime screen real estate lost by the extension menu now effectively being a second overflow menu (that can't be removed!).
"Synced tabs" is a nice example where menu-in-overflow-menu works really well.

Yeah, this button will effectively act as an overflow menu for extension buttons, and so itself can't be moved or customized (similar to the overflow button).
This is intentional behavior, so I'm closing as duplicate of bug 1795235.
