Steps to reproduce:

Went through all the menus.

Actual results:

Could not find it.

Expected results:

about:config should be accessible.

• Copy
• Paste
• Delete Message
• Select
  • All
  • Thread
  • Starred Messages
• Find
  • Find in This Message...
  • Find Again
  • Search Messages...
  • Global Search...
  • Search Addresses...
• Favourite Folder
• Folder Properties
• Calendar Properties (greyed out)

Which one of the above will land at the Config Editor?

None of them.

It is broken, and needs fixing.

I guess it's under Options on Windows.
Settings is also available from the hamburger menu (top right three lines).

I can get to settings from the hamburger menu, but there is no obvious way from there to get to about:config.

I'd like to provide additional information and an update for bug 1680425
But I can't if I can't gain access to about:config.

Something seems broken in TB 102.

Now tell me where Config Editor can be found amongst it all.

It can't.

It's not there.

It's broken.

This is a bug.

Please re-open it so it can be fixed.

If I really have completely missed something, I think there needs to be a UI/UX change to sort that out. I can't be the only one missing out due to not being able to find features and functionality via the UI, and thus it needs a rethink, I think.

In Thunderbird menus, the location of "Settings" is OS dependent - Tools for Windows, application menu on Mac. As for "config", I have explained in bug 1796030 comment 1.
