In short, the spam problem in older bugs is ongoing, and broadly seems to be an "in older bugs" thing.

I'd like to propose that if a bug is marked resolved, we restrict who can participate in it to people with editbugs plus the list of current participants.

A subtle note: I'd originally phrased this as when a bug is resolved we flip that switch, but I think that if a bug has been resolved is a healthier approach, so a misclicked "resolved" can be easily fixed and bugs that are found to need more attention than thought can be fully opened back up.
