Currently there is a bug on windows that doesn't show on mac/linux. The issue ended up being that it's using the cp1252.py file to write to the stdout on windows. The file that ends up writing exists in the mozlog python files so it won't be easy to directly fix there.
This CL makes a fix by updating the default of the environment to use utf-8. Bug details below
