In the New Message window, if you press Shift-Page down/up, instead of selecting
a page of text, nothing happens.

Reproducible: Always

Steps to Reproduce:
1. Choose File | New | Message.
2. In the new message window, enter a few pages of text.
3. Press Shift-Page Up or Shift-Page Down.
Actual Results:  
Nothing happens.

Expected Results:  
Select a page of text.

If Ctrl-Shift-Page Up/Down is pressed, then it will work, ie, select everything
between the caret and the begining/end of the text.
