Steps to reproduce the problem:
1 Click the Text annotation button
2 Type Japanese in the form
3 Save & Reopen
4 You will see mojibake

Could enter some Japanese characters in the link from description using Win10x64 and build 109.0a1(20221117214129), so it seems fixed.

I've reproduced this issue in this PDF by using the annotations tool to write Japanese characters on the document, saving it locally and reopening the PDF in Nightly v89.0a1 and Release v107.0. The Japanese characters would be rendered incorrectly.
Then I verified the fix using the same steps in Nightly v109.0a1 and Beta v108.0b5 in Windows 10, Mac OS 11 and Ubuntu 22.
