Navigating the "No Proxy for:" text field with the arrow keys does not work as I
expected it to.

Reproducible: Always

Steps to Reproduce:
1. Open Preferences/Advanced/Proxies
2. Select Manual Proxy Configuration
3. Type some text into "No Proxy for:"
4. Try to move about the text field using the arrows keys:

Actual Results:
Left Arrow moves to the next radio selection
Right Arrow causes the cursor to disappear and loses the selection.

Expected Results:
Allowed movement within the field as in, for example the page address field in
the browser.
