179731 - Preferences to allow a user to restrict how other users can use an account

there are a few cases where people want to be able to restrict when a user
account will be entered in a field.

i need to restrict how other people use "timeless qa":
it should only be used in the QA field, never as an assignee, never added by
someone else as a cc, never as a requestee.

(i'd also like to be able to restrict [e-mail] to never be used in
the QA field)

drivers are considering bugzilla accounts for milestones, but they'd only want
the accounts to be used for approval requests, not for things like QA, Assignee, CC.

I think some people would probably want to be able to prevent others from
*removing* them from certain fields (CC), but since it's not symmetric that
should probably be addressed in another bug.

This is also a good idea because people who are no longer active with Mozilla
can prevent themselves from being CC'd, assigned, or QA'd on any bugs.  I know
there are still bugs assigned to people who have left working on Mozilla.
