When the uplift request form is updated in Phabricator, the feed entry simply states "<user> updated <revision>". Thus when phab-bot parses the feed it has no way to know that the event in question is an update of the uplift request form. We should add more detail to the feed display for the uplift request form so phab-bot can detect uplift request form changes.
