Steps to reproduce:

  1. Open a YouTube video.
  2. Turn on CC.
  3. Press the PIP button to open a PIP window.
  4. Switch to another window (of same or different program, doesn't matter.)
  5. Maximize that window.

Actual results:

Subtitles are barely updated and goes out of sync. Background tab throttling is in effect for the thread that's drawing the subtitles in the PIP that's clearly in the foreground and topmost.

Expected results:

Do not throttle down threads drawing subtitles for a video being PIP'd, so that the subtitles are updated in time and in sync.

The Bugbug bot thinks this bug should belong to the 'Toolkit::Picture-in-Picture' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
