Bing SafeSearch applies inconsistently

User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:105.0) Gecko/20100101 Firefox/105.0
Steps to reproduce:
- Open Bing Image Search and turn off SafeSearch
- Enter lewd search terms, like "mannequin doll sex"
- Repeatedly click the Search button, after each click look at the grid of search results. Periodically all results on the page will cycle between Unsafe and Safe results.
- While the Search Results image grid is showing unsafe imagery, click one of the results in the grid to preview it and then cycle through results by clicking the arrows/keyboard arrow keys. After the first image it may change to showing safe results despite it still showing a grid of unsafe results when you click the X to exit the preview mode.
Actual results:
Frequently you'll be shown safe image results/previews instead of unsafe search results.
Expected results:
Safesearch Off should be consistently applied to search results.

Am gonna test later if undoing the network.cookie.sameSite.laxByDefault.disabledHosts work around for a seemingly now resolved cookie issue (https://bugzilla.mozilla.org/show_bug.cgi?id=1750152) will resolve this.

I couldn't reproduce the issue on my end.
Could you please try if the issue occurs in safe mode. Here is a link that can help you do that:

We appreciate your report. I was also not able to reproduce the issue. Since previous info on the issue was requested, I will close the issue.
Tested with:
Browser / Version: Firefox Nightly 111.0a1 (2023-01-19) (64-bit)
Operating System: Windows 10 PRO x64
Suggestion: Try clearing cache/data/cookies, disabling add-ons and Ad-blocker (if available) and extensions or use a clean profile, and check again. If there are any changes made to the default settings of the browser (e.g. in about:config) please revert to the default settings and try again. Also, have the required cookies been accepted for this page?
