Steps to reproduce
- Load https://permission.site/
- Tap the "Camera" button.
- You will see a permission prompt: "Allow https://permission.site:443 to use your camera and microphone?"
- Tap the "Allow" button.
- Tap the "Camera" button again.
Expected result
Fenix should automatically allow the camera permission without showing the permission prompt because the user already granted permission. This is what Firefox desktop and Chrome Android do.
Actual result
Fenix shows the camera permission prompt again.

Had you checked the "Remember decision for this site" as well and were still prompted to allow the permission again?
It wasn't clear if that was implicitly done based on your STR.

I'm bit confused, same as Jon, for instance if I hit the checked box, the permissions is remembered otherwise it will ask again!

I can still reproduce this bug. I was about to file a new bug about requesting the "Camera" permission and then the related "Pan-Tilt-Zoom" permission on https://permission.site/, but then I found this bug I already filed two years ago about simply requesting the "Camera" permission multiple times.
Firefox on desktop, Chrome on desktop and Android, and Safari on macOS and iOS all remember that you already granted a permission on the current page, even if you don't check "Remember decision for this site".
This issue affects any permission, not just permissions related to the camera: try testing other combinations of related permission requests, such as:
- Camera, Microphone, then "Camera + Microphone"
- "Camera + Microphone" then "Pan-Tilt-Zoom + Microphone"
- Camera then "Screen Share"
