Steps to reproduce:

play an av1 encoded video.
On KDE, with intel Iris Xe, with libva 2.15 and mesa 22.4.4

Actual results:

In intel_gpu_top, the video section is inactive. Hardware decoding is not working.

Expected results:

In intel_gpu_top, the video section is active.

The Bugbug bot thinks this bug should belong to the 'Core::Audio/Video: Playback' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
