I cannot use either the ctrl-left-mouseclick, nor even find it under the File
menu.  In fact, using the View -> Show/Hide menu, the "Tab Bar" is greyed out.

I have removed the current mozilla, deleted (and cleared the recycled can)
mozilla.org from the c:\program files directory, and then reinstalled from the
CURRENT image (Mozilla/5.0 (Windows; U; Win 9x 4.90; en-US; rv:1.2)
Gecko/20021112) (NB: not the original one that I reported on) ... and the
problem still remains.

Could the problem of left over data come from something in the
C:\WINDOWS\Profiles\SteveH\Application Data\Mozilla\Profiles\steveh\vovprwql.slt
directory?

can you try to create an additional test profile ?
close mozilla and run "mozilla -profilemanager" or use the entry in the windows
start menu.
Created a new profile, but the problem remained.
Now running Mozilla/5.0 (Windows; U; Win 9x 4.90; en-US; rv:1.3a)
Gecko/20021113.  Still having the same problem (tabs view greyed out, cannot
control- click a link to have it show up in a new tab) BUT my fingers were on
auto-pilot, and typed ctrl-T, and lo and behold, a tab appeared.  When I went up
to View -> Show/Hide, however, while it WAS checked, the Tab Bar was still
greyed out.

I feel terribly embarrassed, but in trying to fix another problem, I found the
"Tabbed Browsing" sub-menu item under the Navigator menu, and checked the
"Middle-click or control-click of links in a Web page" item, which brought
everything back to where I thought it ought to be.

Sorry for the false alarm, although I don't know how the item got uchecked in
the first place.
