The test appears to only report leaks on macOS debug builds. It reports two leaked windows, like:

TEST-UNEXPECTED-FAIL | browser/components/extensions/test/browser/browser_unified_extensions_overflowable_toolbar.js | leaked 2 window(s) until shutdown [url = about:blank]
TEST-UNEXPECTED-FAIL | browser/components/extensions/test/browser/browser_unified_extensions_overflowable_toolbar.js | leaked 2 window(s) until shutdown [url = chrome://browser/content/browser.xhtml]

I've disabled the test on macOS debug builds for now, but we should come back around and figure out what's going on here and re-enable.
