Galeon has this functionality, and it is wonderful.
1. Change the order of tabs in a window by clicking on a tab and dragging it
across to where you want its new location.
2. Move a tab into its own window, either by keyboard shortcut (Ctrl-I in
Galeon) or by right clicking on the tab and having it as a menu option.
3. Move a tab into another, existing Mozilla window. Again, using the Galeon
interface, you have a submenu under the main tab menu that says "Move to another
window", with a submenu of all existing Mozilla windows, indexed by their
current window title and the number of tabs in that window in parenthesis.

This is one of the main reasons I use Galeon instead of Mozilla directly. Right
now I'm using Mozilla only because Galeon still hasn't been fully upgraded to
Gtk2 and Xft, while Mozilla 1.2b has Red Hat 8 RPMs with Xft enabled...
