I have pop-up management enabled, but on certain sites, the entire submenuis
greyed and I can not set to block those sites.  Another example is
http://www.spaceref.com/.

Reproducible: Always

Steps to Reproduce:
1.browse to subject URL
2.Tools->Pop-up Manager
3.

Actual Results:  
sub-menu deactivated (all items grey)

Expected Results:  
menu item to "Block pop-ups from this site" should have been active.

Pop-Up Manager is no longer available in Mozilla.
