mach commlint -l l10n pulls in a copy of the "gecko-strings" repository to do its checks via: https://searchfox.org/comm-central/rev/08f022175001f031083644e4cf00722c07b8cf12/tools/lint/l10n.yml#35

setup: python.l10n_lint:gecko_strings_setup

A new setup function needs to be written that pulls in "comm-l10n" (or maybe "comm-strings-quarantine would be easier? or possibly the combined repos?).
