Splitting out suggestions from bug 1729618 comment 4 into separate pieces
It is more likely we will be able to ship HTTPS-first turned on by default than HTTPS-only (indeed we have in Private Browsing) but there are still sites that get broken by upgrades or for which users get annoyed at having to click past the error page to the HTTP site if they visit that site regularly. HTTPS-First should share the HTTPS-only exception mechanism, both 1) honoring saved site permissions, and 2) turning on the permission control in the identity panel so that the user can add or cancel an exception that we think we made correctly.
