support offline news filters

I think 4.x does this.

if a newsgroup is flagged for offline usage, we download the bodies.

so since we are doing that, offline news filters can be the same as local mail 
(pop) filters.

we might need a similar bug for offline imap filters.

I don't think Seth meant it to be the same as bug 178870.

Seems like bug 178870 is about "allow execution of news filters as they are
today - after the fact".
While this bug is about "create a category of filters - call it offline - which
can only be run on downloaded articles/IMAP mail. These filters would be as
powerful as POP filters - they would even include body filters".
