There is no Pop-Up Blocking configuration options listed whatsoever under
Privacy & Security in the Preferences. This is one of the major benefits to
Mozilla, so it should be made available, even in daily builds.

this was intentional - it was decided that there were still too many problems
with the new pop-up stuff to have it in the 1.2 release. it will be back...

you can still block pop-ups using the prefs under advanced, scripts & plugins as
you could in previous versions.
