User should be able to set a preferred product filter for the Requests link in the footer

As the number of requests grows, it starts to make less sense to just click on the Requests link and be deluged with every request in the entire system. It should be possible to save the Request filter settings in either a cookie or in the user profile.

Why not starting with an empty Request Queue? When I am logged in, "My Requests" does what I expect, but if I'm not, I would prefer not to see the full list as I often limit my request to a given product, requestee or flag. In this case, we cannot use user prefs as I am not yet identified.

I think the bigger problem is the performance of the query that returns the queue. Were it faster, and iterative, displaying that page, with options at the top for filtering the list, wouldn't be a drag.

Now that we no longer display all requests by default when logged out (we display nothing, i.e. an empty list now), I suppose we no longer need this. Marking WONTFIX. joel, please reopen if you still want this.
