Now that we're no longer using DTDs for localization, it would be good that we make sure of that. To that effect, we should either remove support for DTD files being loaded over chrome/resource protocols, or remove support for any DTDs not explicitly required for web compatibility.

In Thunderbird dtds are still used extensively. I hope it would be possible to pref this on if you disable by default.
