When the panel is opened, check if the current URL is in the cookie banner list, and if so, update the menu item UI.
TODO: if the user manually disabled tracking for a site, does the cookie banner service tell us that? if so, should we show some other case (content TBD). (OK to kick this out to a separate bug, since it's ambiguous, while the rest of this task is clearly defined)

Looks like this is already implemented in nightly, just using a different UI. Picking this up along with bug 1800670 and adjusting the estimate downward
