Details

image-upscaling.html has some new tests for the updated size computation of LCP. To make our implementation easier, we'll land the existing LCP implementation first and then update the algorithm after.

We are trying to make all tests in image-upscaling.html to pass as an effort for interop25, and we file individual bugs for them now. So this bug doesn't have any purpose.
