1800925 - Update fast-forward scripts to work with possible future migration of moz-central to git

These scripts are meant to show that we can support a git <-> git fast-forward process for libwebrtc. If/when moz-central is migrated to git, these scripts will likely require some additional cleanup one we're operating in a production environment. These should not be landed while we continue to use Mercurial.
