+++ This bug was initially created as a clone of Bug #1798976 +++

When rebuilding cached tasks on mozilla-release for a CoT rotation, I noticed the fetch-zlib-1.2.12 task is now failing because the URL has moved. It looks like they no longer provide a gpg signature, so we'll either have to go without or update to the latest release (1.2.13).
