1801112 - Improve Fenix DOU model performance

We have a Fenix DOU model [0], but the performance is lackluster. This ticket is for spending time on:

1. We need to find some covariates for state separate (e.g. bots/models/countries/sources)
2. What the state groups should be for maximum performance
3. Defining a method for iterating on models (somewhat done, but would be good to productionize)

The outcome here is a DOU model for Fenix that is better than the one we currently have, and some validation of that model.
