Firefox 107.0, Mouse Hover information disappears imediately and Library Window Width adjustment limited

Steps to reproduce:
Tried Hovering over objects known to have relevant information popups and tried to reduce Library Window Width from both Left and Right sides with mouse on two separate PC's recently installed with Firefox Version 107.0
Actual results:
Hover Information appears momentarily and then disappears.
Width of Library Window wont decrease beyond "roughly" 700 pixels wide (on my 1440 pixel wide screens)
Expected results:
Hover Information Popups to stay visible so I can read them.
Be able to Adjust the Library Window Width to the size I require, as in previous versions of Firefox.
Confirming the pop-ups disappearing issue is present on my FF 107 immediately after updated to v 107

The object is the pop-up message (tooltip), which pops up while mouse pointer is hovered on,
a.e. tab label, or a.e. video title in suggestions column on YouTube.
It only happens when page contains video window or thumbnail with preview option enabled.
If thumbnail is only static picture, then tooltip message pops up and stays atop the thumbnail, but partially merges under thumbnail if it is animated. And completely disappears if above tab's title.
