Build: 11/14 trunk and the latest 1.0 branch build

When a html attachment file contains an iframe, the non-ascii html file referred
in iframe is displayed as garbled in mail body attachment area.

Steps to reproduce:
1. Go to http://chat.sohu.com. Note at the left  of the page, there is short
promotion list  with the title of "¶ÌÐÅÍƼö" (view this report in Simplified
Chinese GB2312 encoding). This list file is referred in an iframe.
2. Send page in gb2312 to yourself. After the mail is received,  observe the
display of attachement area. The promotion list is garbled.

Attached is a gb2312 html file containing an iframe referring another gb2312
file.
To reproduce the problem, save this file to you local drive, compose a gb2312
mail, attach this html file to the mail and send it to yourself. After
received, observe the attachment display.
