We currently have migration hints in browser.js relying on .properties, with message IDs generated at run-time. It would make sense to move them to Fluent, so we can also use term references.
Of the existing strings, it looks like the "copyURL" one is unused (it was tied to page actions, at least from what I see in bug 1459907)
