In the reusable components meeting we decided to try using moz- prefixes for any new custom elements since these are going to live in toolkit and could be used in products/projects other than Firefox.

This patch switches fx-toggle to use the moz- naming prefix we recently decided on. Once this lands there will be some other in progress patches that need similar changes.
