Steps to reproduce:
I am logged in to Firefox on my laptop and on my cell phone. Everything is fine. I was able to open/use tabs on any one of the devices mentioned. But one day, I did factory reset to my cell phone. Before factory reset, some tabs were open in Firefox in my cell phone. After resetting, I reinstalled firefox. Then in my firefox account, three devices were listed. Two cell phones with same name and one laptop. I disconnect old device (same device which I reset).
Now the problem/bug is, whenever, I sync in my cell phone, it shows old tabs (opened in my cell phone before resetting). And currently, they are not opened in my cell phone (after resetting).
Actual results:
Whenever, I sync in my cell phone, it shows old tabs (opened in my cell phone before resetting of my cell phone). And currently, they are not opened in my cell phone (after resetting).
I am unable to close these opened (shown) tabs. If I close them, they appear again after every sync.
Expected results:
Tabs opened in my cell phone before resetting of my cell phone must be closed if I close them.

We're sorry to hear you are having this problem, but thanks for reporting the issue. I have a couple of questions to hopefully narrow down the cause of this:
- When you say "Whenever, I sync in my cell phone, it shows old tabs", do you mean the tabs re-open on your phone browser? Or do you mean they're included in some list that you're seeing.
- Are all the tabs you had open before resetting your phone affected, or is it only some of them?
- Do you know if these tabs were sent via the "Send tab to device" feature?

This does not need to be hidden as a security bug: there's no confusion between accounts or leaked data.

No!
Or do you mean they're included in some list that you're seeing.
They are listed as shown in the attached image.- Are all the tabs you had open before resetting your phone affected, or is it only some of them?
All the tabs that were opened appear in the list.- Do you know if these tabs were sent via the "Send tab to device" feature?
I didn't use this feature. They were opened during normal Web browsing.

Firefox Accounts thinks the "old" cell phone is still connected. After 3 weeks it will be considered stale, but in the meantime you can visit https://accounts.firefox.com/settings and explicitly disconnect that device from your account - the tabs from that device should then stop appearing. Please let us know how this goes.

I have done so long time ago. Problem persists. Its old problem, I am reporting it now.

It should be impossible to get tabs from a disconnected device and also from a device which hasn't synced for more then 3 weeks - are you sure you disconnected the correct device? Can you try renaming all devices you expect to be connected, then attach sync logs (see https://wiki.mozilla.org/CloudServices/Sync/File_a_desktop_bug) - they should tell us what is going on.

After renaming, old tabs opened are gone now. My cell phone had same name as before resetting my cell phone. After renaming old tabs appeared but then I went to devices, here old (which I disconnected earlier) appeared again. I disconnected it then problem resolved. Thanks for help.
