In https://drafts.csswg.org/css-values/#font-relative-lengths, it says "When used outside the context of an element (such as in media queries), the font-relative lengths units refer to the metrics corresponding to the initial values of the font and line-height properties."
This has been applied for media queries while calculating font-relative Lengths for rem. However, not sure the same rule should apply for Container Queries. For Container Queries, root font size should be used instead.
