1803012 - Port bug 1801738: Use --enable-project instead of --enable-application in mozconfig

--enable-project is preferred to --enable-application.

While the later seems to still be allowed, it's probably a good idea to switch to avoid problems later.

Very low risk. This change allows building with ac_add_options --enable-project=comm/mail in mozconfig in addition to --enable-application. The docs on DTN now use --enable-project, this uplift just makes 102 consistent with c-c and c-b.

ONLY UPLIFT THIS ONE PATCH, NOT THE OTHER ONE!
