1803112 - There are some glitches after dragging a pinned tile over another pinned tile multiple times while, Sponsored tiles are displayed

[Affected versions]:

• Nightly 109.01a
• Beta 108.0b7
• Firefox Release 107.0.1.

[Affected Platforms]:

• Mac 12.4
• Windows 10 x64
• Linux Mint 20

[Prerequisites]:

• Have the US region set via a VPN.
• Have the Sponsored tiles via Contile displayed.

[Steps to reproduce]:

1. Open the Nightly browser with the profile from the prerequisites.
2. Pin all the tiles.
3. Drag and drop the third pinned tile over the fourth tile.
4. Repeat Step 3 a few times.
5. Observe the behavior.

[Expected result]:

• The fourth and the third tiles are correctly pinned and remain in the correct position.

[Actual result]:

• The fourth tile jumps to the 5th position instead of the third position, and after another switch, the tile is no longer pinned.

[Notes]:

• As far as I know, this is not a regression since I have managed to reproduce the issue with Firefox 93.
• Not sure if this issue has the same root cause as Bug 1803107, that's why I have logged this one separately.
• The issue is not reproducible if there are NO sponsored tiles displayed.
• Attached is a screen recording of the issue.
