Shift + Click on the "Open a new tab" button ( + button) while in private window opens the tab inside a new private window but groups it with the other "normal windows" inside the taskbar

Steps to reproduce
- Launch Firefox and open a new private window.
- Shift + Click on the "Open a new tab" button ( + ).
Expected result
- The tab opens inside a new private window which is grouped alongside with the other private windows.
Actual result
- The tab opens inside a new private window but is grouped with the "normal browsing" windows.
Regression range
- I don't think that this is a regression.

Probably a straightforward fix similar to https://bugzilla.mozilla.org/show_bug.cgi?id=1797010 or https://bugzilla.mozilla.org/show_bug.cgi?id=1792163.
