found while testing bug 159410. using 2002.11.15.04 on 10.2.2.
popup windows no longer do a nasty flashing resize when they appear, but smaller
popups still don't seem to be properly sized. scrollbars still appear for them,
because the window size is a bit too small.
some sample sites --make sure to have the pref for popup blocking turned *off*
to test this.

This is going to depend on the popup contents. For popups that contain a single
image, I think the issue is with <body> padding on the image document.
