lld-11 has a bug that prevents https://bugzilla.mozilla.org/show_bug.cgi?id=1799423 from landing. That bug is fixed in lld-13 (see https://github.com/rust-lang/rust/issues/81554) but lld-13 is not available in current bullseyes image, updating it seems to be a decent solution.

- Update base snapshot
