Steps to reproduce:

1. Navigate to data:text/html,<input type=date>
2. Click Calendar button
3. Click Month/Year picker
4. Click and drag the scrollbar

Actual results:
Scrollbar doesn't do anything

Expected results:
Scrollbar should do something (or be hidden)

Verified as fixed on Firefox 109.0b2(build ID: 20221213185929) and Nightly 110.0a1(build ID: 20221214162411) on Ubuntu 22, macOS 12, Windows 10.
