The pref layout.css.grid-template-subgrid-value.enabled has been default-enabled since Firefox 71, via bug 1580894.
There's no use in keeping the pref around at this point; let's remove it.

Last try run had some orange due to a straggling isGridTemplateSubgridValueEnabled usage in property_database.js (now fixed on phab).
