Steps to reproduce:

Just tap to any point at a page.

Actual results:

If there's a text in this point, the text editing cursor, like "|", appears in this point.
Even in settings page of the browser

Expected results:

No cursor should appear

Component: Untriaged → General
OS: Unspecified → Windows 10
Hardware: Unspecified → x86_64

I am not able to reproduce the issue on Win10x64 using FF build 108.0(20221205155917).
