Steps to reproduce:
Open Thunderbird. It opens offline.
Actual results:
It is slow and sluggish. In task manager it consumes 17% - 22% of CPU. Nothing has been done to do anything except start Thunderbird.
Processor i7-9700K @ 3.60GHz
RAM 63.9 GB usable
Expected results:
Thunderbird to be responsive to actions. I do not understand why CPU consumption is so high.

It would be useful to check Tools > activity manager and Tools > developer > error console for what might be in progress.

Thank you for the troubleshooting steps. It turned out to be a Very Very old add-on. After it was updated, Thunderbird runs as expected. This also contributed to another bug report I filled, 1780149, which I will update as not longer an issue.
It would be helpful if Thunderbird could check add-ons installed against current versions and let the user know if there are any potential issues. When Thunderbird is updated, if this check was made, it would probably cut down on a lot of issues.

Thanks for the suggestion, but there is no way for Thunderbird to know or predict that an add-on is misbehaving, other than the version compatibility range which is set inside the add-on. Thunderbird will enforce that version range, but it is the responsibility of add-ons to properly set their version compatibility ranges.
The add-on was Send Later. The installed version was 1.2.0.0. The current version is 9.2.4 which works without issues.
My thoughts were that Thunderbird has access to the version number installed. Thunderbird also has access to the location information of the add-on. It seem reasonable it could check and compare the two. This check would only be made after Thunderbird has completed the update. Maybe there could be an add-on that checks and confirms the installed version with the current version available.
